Gutiérrez Reyes holds a degree in engineering and a master’s in computer science from the Instituto Superior Politécnico “José Antonio Echevarría” in Havana, Cuba. With over 30 years of experience, he has specialized in designing and implementing projects and strategies that leverage technology as a cross-cutting tool to enhance collective and efficient decision-making.
Alongside his professional activities, he has been a steadfast advocate for social transformation grounded in justice. He has served as Undersecretary for Responsibilities and Combating Impunity at the Ministry of Public Administration, as well as Director General of Information Technologies. In these roles, he led initiatives focused on democratizing technology to combat corruption and impunity.
At the Ministry of Public Administration, Gutiérrez Reyes contributed to the development of platforms that redefined the institution’s relationship with society, fostering collaboration in the fight against impunity and encouraging citizen reporting. One notable project is Denuncia Paisano, a platform designed to support Mexicans living abroad who visit the country.
His portfolio includes projects aimed at strengthening oversight, reporting, and investigation processes; improving data processing platforms for accountability; and advancing mechanisms to enhance transparency within the federal government through the National Digital Platform.
